Authorization by state authorities authorized by the civil aviation of states participating in the transportation (sender, recipient and transit points).
Confirmation by airlines participating in transportation (consignor, consignee and transit points) that they are able to accept this class of cargo.
Grounds for refusal to carry the cargo
Air transport in the U.S. is subject to restrictions in accordance with the “Technical Instructions for the Safe Transport of Dangerous Goods by Air”, which lists the goods that cannot be transported under all circumstances.

Grounds for refusal of air carriage of dangerous goods may also include:

Failure to comply with the rules of air transportation of goods specified in paragraphs 1.1-1.4 of the established technical instructions;
Absence or incorrect preparation of accompanying documents;
Violation of packaging and marking of cargo.
